Speaking at the Gulf Coast Energy Forum, held October 20 to 21 in New Orleans, José L. Pérez, President and CEO of Hispanics In Energy (HIE), emphasized that Louisiana’s energy investment opportunity must be matched by investment in its workforce.
During the forum, Entergy Louisiana CEO Phillip May cited $264 billion in energy and data center investment, highlighting a significant opportunity for the state.
“Resilient infrastructure requires a prepared workforce,” Pérez said. “We need people who can build, operate, maintain, and restore the facilities powering Louisiana’s growth.”
Pérez outlined three priorities: incorporate workforce preparation into infrastructure planning; connect Hispanic/Latino students and working adults with energy careers; and build employer-led partnerships measured by training completion, job placement, retention, and advancement.
He identified Louisiana’s two emerging Hispanic-Serving Institutions, Loyola University New Orleans and the University of New Orleans, as potential educational partners. He also highlighted established apprenticeship pathways through UA Locals 60 and 198, the Boilermakers, SELCAT’s electrical lineworker training, and Insulators Local 53.
The proposed HIE American Energy Workforce Initiative would connect employers, educational institutions, and apprenticeship sponsors to prepare qualified candidates for skilled trades, technical occupations, and professional careers.
Pérez invited participants to continue the discussion at HIE’s Inaugural National Conference in Houston, April 26 to 28, 2027.
