Hispanics In Energy (HIE) Welcomes Three Seasoned Energy Leaders to Board of Directors

Sacramento, CA – October 1, 2025 – Hispanics In Energy (HIE), a national non-profit organization dedicated to propelling Hispanic success in America's energy industry, announced the addition of three distinguished leaders to its Board of Directors: Dennis V. Arriola, Deanna Rodriguez, and Francisco Leon. These appointments represent a significant milestone in HIE's commitment to enhancing Hispanic representation and leadership across the critically important energy sector. The new board members bring extensive leadership experience and industry expertise that will help drive HIE’s strategic initiatives forward.

About the New Board Members

Dennis V. Arriola, Operating Partner, Sandbrook Capital 

Dennis V. Arriola currently serves as an Operating Partner at Sandbrook Capital, a global private equity firm focused on investments in infrastructure and services related to the clean energy transition. He also serves on the board of directors of ConocoPhillips, Meritage Homes, Commercial Metals Company (CMC), and the Auto Club of Southern California. With more than 30 years of experience in the energy sector, Arriola's career includes significant executive leadership roles, including recently serving as CEO of Avangrid, Inc., a major electric and natural gas utility company with substantial ownership of renewable energy generation in the U.S. Prior to that, he held executive positions at Sempra Energy where he served as Executive Vice President, Group President, and Chief Sustainability Officer. 
Mr. Arriola's leadership roles have included Chairman, President, and CEO of Southern California Gas Co., Senior Vice President and CFO of both San Diego Gas & Electric and Southern California Gas Co., and as Regional Vice President and General Manager of Sempra's South American operations.

Deanna Rodriguez, President and CEO, Entergy New Orleans
 
Deanna Rodriguez currently serves as President and CEO of Entergy New Orleans, where she oversees the provision of safe and reliable electric and gas service to more than 211,000 customers. Prior to this role, she held positions as Vice President of Regulatory and Public Affairs for Entergy Texas and Vice President of Regulatory Affairs for Entergy New Orleans, where she collaborated with the New Orleans City Council to launch the first Energy Smart program.
 
Before joining Entergy New Orleans, Deanna Rodriguez oversaw the creation of the Entergy Charitable Foundation and the company's volunteer program, Community Connectors. She also led the effort to secure $200 million in community development block grant funding to help Entergy's Louisiana, Mississippi and New Orleans operating companies rebuild after Hurricane Katrina.
 
Francisco Leon, President & CEO, California Resources Corporation (CRC)
 
As President and CEO of CRC, an independent energy and carbon management company committed to energy transition, he leads the company's efforts, including the company's carbon management business and has received recognition for its leadership in this space. Francisco is also a member of the highly prestigious National Petroleum Council and also serves as the Vice Chairman of the Western States Petroleum Association (WSPA).
 
Prior to his current role, Francisco Leon served as Executive Vice President and Chief Financial Officer of CRC. He also held positions as Vice President of Portfolio Management and Strategic Planning and Vice President of Corporate Development at CRC, overseeing all acquisition and divestiture activities.

Strengthening Hispanic Representation in Energy
The addition of these accomplished leaders to HIE's Board of Directors underscores the organization's commitment to increasing Hispanic representation and influence in the energy industry. Their diverse backgrounds and expertise will contribute significantly to HIE's strategic initiatives and advocacy efforts.

The new board members join HIE at a crucial time when the energy industry is undergoing rapid transformation and the need for diverse perspectives and inclusive leadership is more important than ever. These appointments reflect HIE’s commitment to diversifying its board and strengthening its position in the evolving energy landscape.

HIE and NARUC Join Forces to Champion Hispanic Leadership in Energy Regulation

​Hispanics in Energy (HIE) partnered with NARUC at the 2025 Boston conference to spotlight the urgent need for greater Hispanic representation in energy regulation. Today, Hispanics make up roughly 20% of the U.S. population, yet only about six of the nation’s 196 utility commissioners are Hispanic—just 3%.
 
The session opened with HIE President & CEO José Pérez highlighting HIE’s rapid growth to nearly 10,000 in its network across 25 states. Leadership remarks called for bold action: Commissioner Tricia Pridemore emphasized building the full suite of energy infrastructure, while Judge Nelson Díaz proposed an HIE–NARUC Hispanic Fellowship Program to place graduates inside utility commissions—where they can directly influence policy, uphold transparency, and advocate for fairer outcomes.
 
Commissioner Lea Márquez Peterson challenged the audience to consider the cost of exclusion when Hispanic voices are missing from regulatory decisions. Panelists reinforced that message with concrete examples that underscored how commissions serve as both guardians of transparency and advocates for the public interest. Jose Niño tied rising Hispanic voter eligibility to trillions in spending power, while Ellen Zuckerman of Google described the need for clear regulatory processes and proactive community engagement in data-center projects.
 
Diego Espinoza of Salt River Project outlined bilingual and culturally rooted outreach to build trust with Latino leaders and communities. Former Commissioner Lori Cobos shared reforms after Winter Storm Uri—demonstrating how commissions can require accountability through mandatory public comment at open meetings and bilingual communication strategies. Closing remarks from Frederick Pfaeffle and Maria Pia Tamburri stressed leadership pipelines, education, and early stakeholder involvement as pathways to inclusion.
 
Hispanic representation in energy regulation remains far below population share, but targeted fellowships, transparent engagement, and culturally aware outreach can help close the gap.

2019 Hispanic American Energy STEM Institute (HAESI)

  Hispanic population growth in the U.S. complements the expansion and progress of the American energy industry and positions Hispanics/Latinos to become the energy workforce of the future. The Hispanic American Energy STEM Institute aims to increase the attraction, retention, and graduation rates of Hispanics in STEM through increased access, awareness, and support toward energy industry opportunities throughout the educational (K-20) and professional pipeline based on direct engagement and guidance between policy, academia, and industry.

 Dean García from the University of Incarnate Word detailed the surplus of STEM occupations in the energy arena from batteries to biofuels, but noted the declining rate of Latinos through higher education, time and relationship management, and breaking down barriers of what STEM majors should look like is essential to amplify Latinos in the STEM Energy careers.

Gloria Corral, from the Parent Institute for Quality Education (PIQE), shared the organizations ability to increase high school graduation rates and family engagement through direct interaction with parents to communicate the importance of STEM degrees in a community first model.

 David Ortíz, COO of HACU, dissected the expansion and reach of over 523 Hispanic Serving Institutions (HSIs) and Hispanic Serving School Districts (HSSDs) across the nation that are essential to STEM access and awareness. These institutions are vital to cultivating the next generation of problem solvers and nation-wide economic growth with HSIs accounting for 7 of the 10 top Universities for upward economic mobility.

Commissioner Sadzi Martha Oliva discussed the importance of roundtable discussions and workshops to build resolutions and relationships between the utility sector and Latino communities, and how supplier diversity is one way to reduce the disparity in credit, access, and resources for all minorities.

Rebecca Winkle from American Petroleum Institute (API) addressed the need for career replacement requirements and female engagement in the oil and natural gas industry. She discussed an upcoming report from API detailing the vast and lucrative opportunities for a STEM workforce of the future that is poised to grow.

Rafaela Schwan, COO of SER jobs for Progress, discussed the impact and vast reach of their current workforce development progress through providing staff in the communities of need to assist in educating the workforce about available opportunities.

Dora Renaud disclosed the national reach and goals of Society of Hispanic Professional Engineers (SHPE) to provide resources, mentoring, and a network to Latinos throughout the academic and professional pipeline across all STEM disciplines. The growing membership and influential network is pivotal to place-making and opportunity awareness for developing leading Hispanics in STEM.
  • Educate student and parents about exit point for various education levels and associated costs.
  • Investment in places of need for certain energy industries (NE- wind, S – O&G)
  • Find internal champions to reduce gatekeeper mentality within D&I
  • Develop ways to communicate accomplishments in this space
  • Build Pilot studies and regional relationships with HSIs and industries
  • Work with HR recruiters to understand deficiencies in this space
  • Dean meet with industry execs in one space

Policy Director, Access & Equity Program (Remote/Any Location)

DESCRIPTION

Vote Solar’s mission is to repower the U.S. with clean energy by making solar power more accessible and affordable through effective policy advocacy. We are a non-profit organization with headquarters in Oakland, CA, and regional offices in Colorado, Georgia, Illinois, Massachusetts, New Mexico, North Carolina, Utah, and Washington, D.C. We are in search of a Policy Director to support our work to advance inclusive and equitable solar policies and programs in states across the country. We seek to fill this position as soon as possible.

RESPONSIBILITIES

The Policy Director will be responsible for supporting Vote Solar’s policy and regulatory work to advance a more equitable and just clean energy future. The position will report to the Managing Director, Access & Equity (A&E). Activities will include:

Champion Equity and Justice

  • Work in collaborative, authentic partnership with groups representing communities of color, low-income communities, and other underserved communities;
  • Expand your analysis and knowledge about the role that various forms of injustice play in our society, and commit to building and/or deepening your commitment to equity and justice work

Support Policy & Regulatory Efforts

  • Research and develop policy solutions that will lead to greater access to solar and its benefits, and more equitable solar deployment, for underserved communities;
  • Research and evaluate new policy solutions and new program areas Vote Solar should consider pursuing in order to advance solar access and equity;
  • Identify best practices across existing programs that aim to expand access to solar;
  • Support the successful implementation of existing programs and policies that aim to expand access to solar;
  • Support Vote Solar’s state-level campaigns and regulatory actions to advance policy solutions across the country; this may include policy or legislative drafting, drafting comments and testimony, drafting public communications pieces, assisting with coalition building, attending meetings or hearings, etc.
  • Working with internal staff and external partners, maintain and update the Low-income Solar Policy Guide, at www.lowincomesolar.org;
  • Educate and develop relationships with state policymakers and regulators;
  • Prepare toolkits, presentations, case studies and other collateral to help allies and partners in communication efforts relating to solar access and equity.

Thought-Leadership & External Communications

  • Represent Vote Solar in national forums, both through speaking and writing engagements;
  • Work with Vote Solar Communications Team and the Access & Equity Team to develop and implement media and social media plans to support the Access & Equity Program objectives;
  • Other duties as assigned by the Managing Director, Access & Equity.

Our ideal candidate is a strategic, smart and policy-oriented advocate who is passionate about expanding solar access and equity, knows how to work in collaborative, authentic partnership with groups that represent underserved communities, and is committed to deepening their expertise in solar policy. This person seeks to understand and implement Vote Solar’s vision for working toward equity and justice as we transition to a clean energy future. The candidate knows their way around policymaking arenas, and has familiarity with energy policy, or is eager to learn.

REQUIREMENTS

We are looking for the following skills:

  • Policy and/or regulatory advocacy skills, including research and analysis, program implementation, and experience educating and developing relationships with state policymakers and regulators.
  • Demonstrated ability to quickly absorb and integrate new information, including learning new policy issues
  • Demonstrated understanding that how we work (in collaborative, authentic partnership), is as important as what we work on;
  • Ability to work in diverse coalitions and approach coalition building in an inclusive and thoughtful manner, including across lines of difference;
  • Ability to write, speak to, and present in a compelling way for a variety of audiences;
  • Ability to assess the big picture across states and provide well-reasoned arguments for allocating limited staff time
  • Ability to be introspective and thoughtful about how you can contribute to Vote Solar’s journey toward embedding inclusion, equity and justice into our organizational culture and our work;
  • Ability to work independently, effectively and creatively; but at the same time be a team player; and
  • Ability to manage time effectively and adapt to changing landscapes and priorities.

PREFERRED SKILLSET/EXPERIENCE:

  • Familiarity with solar policy, preferably with policies and programs that will result in greater access and equity.
  • Existing relationships with state policymakers and regulators.
  • Belief that racial equity and social justice are important and familiarity with the ways that race and other identities intersect and play out in our work.
  • Experience working in partnership with communities of color, low-income communities, or other underserved communities is highly desirable.

LACI - Director of Energy

Position Summary

The Director of Energy’s primary objective is to build, connect and support the clean energy entrepreneur ecosystem throughout Santa Barbara, Ventura, Los Angeles and Orange Counties. The Director of Energy will effectively convene and link entrepreneurs, researchers, universities, technologists, engineers, municipalities, corporations, and local and county government staff to assess the regional energy needs and encourage and accelerate clean energy technology commercialization to address those needs.
The Director will engage clean energy researchers and entrepreneurs, build a robust network of business and technical services referrals, and catalyze a portfolio of early stage clean energy program entrepreneurs. This position requires relationship development and management as well as a familiarity with the clean energy sector and clean energy entrepreneurship.

 Responsibilities:
  • Serve as the in-house subject matter expert on clean energy
  • Recruit key industry stakeholders, including selling partnerships
  • Manage industry partnership relationships, including utilities and energy companies
  • Assist with building a framework for evaluating clean energy sector business models, challenges, opportunities and subsectors.  Define energy technology priorities for the Los Angeles Cleantech Incubator (LACI) portfolio
  • Recruit energy companies to portfolio and advise on diligence and selection process
  • Support LACI portfolio companies in the clean energy space and build relationships and channels for them to access their customer base
  • Manage multi-stakeholder programs across portfolio companies, energy partners and government agencies
  • Help manage a large, multi-year grant from the California Energy Commission

Requirements:
  • Proven experience in Director position or similar role
  • Bachelors in Marketing, Communications, Business, or related field- Masters a plus
  • Demonstrable competency in strategic planning and business development
  • Exceptional interpersonal skills and ability to build and maintain relationships
  • Outstanding organization and leadership abilities
  • Excellent interpersonal and public speaking skills
  • Aptitude in decision-making and problem-solving
  • Excellent writing and communication skills are required.
  • Ability to nimbly manage multiple projects and deadlines is a must.

Interior West Manager
(Arizona + New Mexico Focus)​

Vote Solar is a non-profit organization dedicated to bringing solar energy into the mainstream. Our headquarters are in Oakland, CA, and we have offices in Colorado, Florida, Georgia, Maryland, Massachusetts, Washington, D.C and Utah. We are in search of a top-notch candidate to work with Vote Solar’s Interior West Director to design, campaign for, and implement key policies for making solar more affordable and accessible in the Interior West. The position will initially focus on Arizona and New Mexico, but may also include work in Colorado and Nevada.

RESPONSIBILITIES
The Regional Manager will be responsible for advancing solar policies in assigned states in the Interior West. Activities include:
  • Identifying solar policy needs and opportunities in target states.  Policy campaigns will span our five program areas: Rooftop Solar, Community Solar, Utility-Scale Solar, Gird Modernization and Access & Equity.
  • Supporting renewable energy ballot initiatives, including building supporter networks and working with diverse stakeholders on executing campaign strategies.
  • Planning and executing comprehensive regulatory and legislative campaigns to advance solar policy.
  • Building policymaker and regulator support for solar policy through education, testimony, direct intervention, fact sheets, quantitative analysis, presentations and relationship building.
  • Leveraging grassroots supporters and key influencers to turn solar’s broad popularity into effective political power.
  • Working with our internal communications team to plan and implement media and social media plans to support campaign objectives.
  • Building external partnerships and helping lead coalitions to increase the effectiveness of our campaigns.
  •  Winning.

QUALIFICATIONS


Applicants should have a minimum of a Bachelor’s degree or above in a related field. Candidate should have at least three years of experience working on legislative campaigns, or other transferable policy work. Experience with statewide political organizing or campaigning is preferred. Familiarity with solar/energy policy in the Interior West, and relationships with state and regional stakeholders are also a plus.

SKILLS AND EXPERIENCE

The ideal candidate is a friendly policy-oriented person who knows their way around the legislative arena, and has demonstrated campaign skills.  Fluency in Spanish is a big plus. We are looking for someone who can:

  • Become an expert on complex solar policy topics.
  • Strengthen relationships among diverse group of stakeholders through strong collaboration skills.
  • Develop and execute successful legislative campaigns.
  • Write and present formal testimony.
  • Communicate effectively for legislative and general audiences.
  • Work independently, effectively and creatively.
 
POSITION DETAILS
This position will be based in the Interior West, with strong preference for Arizona or New Mexico.  As this position will require regional travel, proximity to transportation hubs is important.

​Secretary of Energy Rick Perry and Chairman Francois Jacq of France’s CEA Sign Statements of Intent on Advanced Fast Neutron Sodium-Cooled Reactors and Artificial Intelligence

Secretary Rick Perry and François Jacq, Chairman of France’s Alternative Energies and Atomic Energy Commission (CEA), seized the occasion of President Trump’s Head-of-State welcome for French President Emmanuel Macron to sign two Statements of Intent (SOIs). The signings usher in a new era of DOE-CEA research and development (R&D) cooperation with enhanced collaboration in the area of advanced fast neutron sodium-cooled nuclear reactor technologies and new collaboration in the area of artificial intelligence.

Together, both countries will work on artificial intelligence technologies to better transform data and information into knowledge and expertise to promote our respective goals. 

To do this, the two partners are building on a longstanding, technical U.S.-France cooperation in civil nuclear energy and high performance computing by enhancing strategic and technical exchanges to drive innovation. “Research cooperation between DOE and CEA in the areas of artificial intelligence, civil-nuclear power and nuclear security serves as an important pillar of innovation in the world today,” said Secretary Perry. 
 
Under Secretary Paul Dabbar visits JLAB, CalTech, and other sites in Southern California swing
Under Secretary Dabbar got to visit NASA’s Jet Propulsion Laboratory this week and took a picture with their famous peanuts. Others who have been pictured with the peanuts include actors from The Big Bang Theory and Star Trek.   The Undersecretary’s team also got to see National Lab innovations that were integrated into the Mars 2020 Rover. Other stops on the trip included CalTech’s Center for the Autonomous Systems and Technologies, where they saw the ambulance drone project, the Grid Tech Learning Center Lab, and the Linde + Robinson Lab where they viewed the solar telescope.

DOE announces $14.5 million to advance geothermal energy development Daily Energy Insider (Randolph) reported that DOE “announced Monday up to $14.5 million in new funding to advance geothermal energy development, focusing on geothermal drilling.” According to the article, the “Efficient Drilling for Geothermal Energy (EDGE) funding opportunity announcement (FOA) will cover three topics areas: early-stage R&D projects to reduce delays in drilling operations typically referred to as non-drilling time; early-stage R&D projects in drilling technologies that improve penetration rates for drilling geothermal wells; and approaches and models to accelerate the transfer of geothermal drilling and related technologies from the laboratory into the real world by focusing on building partnerships that will increase adoption of nascent technology and improving knowledge transfer in the geothermal industry.” Algos Online (Kutepatil) reported that “Daniel Simmons, Principal Deputy Assistant Secretary for Energy Efficiency and Renewable Energy affirmed that advancing R&D activities in the geothermal energy market will in turn help in harnessing the heat underneath to expand the domestic energy resources.” According to the article, “he further added that geothermal energy is a quite reliable renewable energy source with firm & flexible operations that offer a gamut of essential services which would significantly contribute to the nation’s grid stability & resiliency.” Renewables Now also reported on the story. 
 
Developing countries back Sec. Perry energy plans

​Real Clear Energy (Summers) reported that Sec. Perry “has been adamant that the U.S. and other developed nations have a responsibility to pursue renewable energy in a way that will not compromise efforts to expand access to electricity in emerging economies.” The article indicated that “at an energy summit in March, Perry called any policy which hampers universal electrification in favor of avoiding fossil fuels ‘immoral.’” As part of his “efforts to find an approach that reduces emissions while still ensuring widespread access to affordable electricity,” the article noted, Sec. Perry “has proposed a global alliance of countries interested in developing low-emission fossil fuel projects.” According to the article, Sec. Perry’s idea “has engendered its share of pushback from environmental lobbyists,” but his position “has also gathered significant support, both within the United States and abroad.” The White House, the article explained, “wants to steer the UN Green Climate Fund in the direction of high-efficiency plants employing carboncapture technology.” The article pointed out that “numerous African countries, including Botswana, Tanzania, South Africa, and Nigeria, are reportedly interested in joining the fossil fuel alliance Secretary Perry proposed.”

Typical Responsibilities:

  • Coordinate cross-functional teams including OU business planning groups, asset management teams, op finance, RAMP, and GRC teams to align on business plan elements, SCE objectives, and to identify how existing activities support SCE objectives
  • Participate in efforts to redefine operating plans and establish a single source of truth for financial data across SCE
  • Develop business plan scenarios to evaluate different priorities and potential options to achieving SCE objectives
  • Work with OU business planning teams and performance management teams to develop option sets to meet business planning scenarios considering financial, operational, and regulatory constraints

Qualifications
 Minimum Qualifications:

  • Three years of experience developing business plans, operating plans, or supporting GRC activities
  • Nine years of experience pulling and synthesizing data from various sources (e.g. recent regulatory decisions, previous business/operating plans)

Vote Solar is a non-profit advocacy organization dedicated to making solar energy a leading source of electricity across the country.  We are in search of a top-notch Regulatory Director to help shape and guide regulatory and legislative policies to advance markets and programs for solar power generation -- both distributed and utility-scale -- in the Midwest (Michigan, Illinois, Iowa, Ohio, Minnesota, Indiana, and Wisconsin).
 
POSITION DESCRIPTION
Vote Solar seeks a leader to help advance sustainable solutions to the challenges facing solar expansion in the electricity market. This senior position will require both thought leadership in advocating for technical solutions before state regulatory bodies, and strategic coalition building and management in getting those solutions implemented.  The position will work closely with legal counsel and a campaign manager in leveraging media and Vote Solar’s grassroots assets to advance concrete goals in regulatory and legislative venues. 
 
We are looking for a candidate that can lead in the following areas:
 
​• Intervene in utility general rate cases and other regulatory proceedings to develop solar-friendly policies and tariffs for distributed solar. The candidate will prepare expert testimony, frame discovery for utility and other party witnesses, defend Vote Solar’s positions in cross-examination all in pursuit of regulatory decisions that provide fair compensation for distributed solar and supplemental technologies that  help grow solar markets.
• Prepare thorough analyses of proposed changes to customer rate structures, net metering programs, and compensation for qualifying facilities, and assess the impact of those policies on utility revenue requirements.
• Develop offensive and defensive strategies to preserve and advance policies and programs that provide fair compensation for customer-owned solar generation and other distributed energy resources.
• Pursue innovative regulatory policies that will remove barriers for solar adoption by homeowners and businesses and encourage utilities to incorporate solar (distributed and wholesale) into their planning and operations.
• Plan and implement regulatory interventions to dramatically increase wholesale purchases of solar power.
• Pursue policies and programs that allow energy consumers to purchase off-site renewable energy.
• Be a thought leader in designing new regulatory paradigms that prioritize renewables, and maximize the participation of (and benefit from) distributed energy resources.
• Build and work with coalitions of stakeholders – consumer advocates, energy efficiency proponents, energy storage providers, electric vehicle advocates, etc – to develop and pursue win-win strategies.

We view this as a high-level regional position with the capacity to play a significant role in shaping the future of renewable energy policy in key targeted states.  
 
QUALIFICATIONS
Applicants should have a minimum of a Bachelor’s degree or above in a related field. A graduate degree is an advantage, but is not required.  The most important qualification is a GSD1. Candidate should have at least five years of relevant work experience in state regulatory processes.  Technical expertise in utility rate design and utility resource planning processes are required.
 
SKILLS AND EXPERIENCE 
Strong analytic skills; ability to write well for regulatory and general audiences; knowledge of electricity markets, regulations, and legal framework; general understanding of interconnection standards, utility ratemaking, and grid operations; familiarity with the solar industry, solar performance characteristics and market structures; the ability to identify the roots of a problem and craft creative solutions; demonstrated leadership skills as well as ability to work in teams. Previous experience testifying in regulatory proceedings is strongly preferred. The ideal candidate is a serious energy wonk, but also has strong communication skills, and a deep enthusiasm for the Vote Solar mission.  
 
POSITION DETAILS 
This position will be based in the Midwest -- regional travel is required, proximity to transportation hubs is important.
